Trying to diagnose my 2001 Toyota Tacoma. It is either the steering rack is loose from worn bushings (I'm not 100% sure what is considered normal play) or the inner tie rods are bad and causing a popping noise when turning slowly. Maybe both the steering rack bushing and inner tie rods are bad? Update, I replaced the bushings on the steering rack. The play is totally gone and steering is tight. My rack was loose.
