The inmate population: individuals convicted of drug trafficking, sexual assault, and homicide. Here, in La Mesa, they face highly restrictive conditions and spend the majority of their time inside their cells. Living quarters are severely confined, with up to eight individuals sharing a cell that allows approximately two square meters of space per person. Historically, La Mesa has experienced significant instability. The facility has been compromised by criminal organizations in the past, facilitating systemic drug trafficking, prostitution, and violence. Today, prison administration maintains strict control through increased security measures and inmate segregation.
Francisco Javier Villa Padilla, a cartel associate serving a sentence for the murder of police officers, whose offenses included the public suspension of his victims' bodies from a bridge. Having served seven years of his sentence at La Mesa, he conducts daily physical training within his cell, anticipating retaliatory violence upon his eventual release.
The facility also houses foreign nationals, including Taylor Elliott Howard, an American citizen sentenced for car theft and weapons possession. Howard shares a cell with six other American inmates. He says it’s a hostile environment and daily conditions difficult as he serves the remaining nine years of his sentence. Due to the prison's operational structure, inmates are required to self-finance all basic personal hygiene necessities, including toilet paper.
The institution is managed by Director Cesar Daniel Acevedo and this is the sixth Mexican correctional facility he has been tasked with reorganizing. His primary administrative objective is to prevent inmates from re-establishing control over the facility.
