A phantom hit occurs when a hitbox connects less than 0.01 units through a hurtbox, this causes the move to do half damage and have no knockback at all.
Getting a phantom rest (a move that is used much less frequently than most other moves due to the huge risk factor) is not only extremely rare, but also will most likely have a huge impact on the game.
Due to the fact that rest has massive knockback, getting a phantom rest most of the time causes the Puff player to lose a kill. And to make it even worse, after resting Jigglypuff will be asleep and completely wide open to any attack, normally resulting in the Jiggs player losing their stock as well, which can cost them the game or the set.
