An alternative version of an already existing character is one way the developers use to shake things a bit and prevent their series from going stale. It's true that coming up with brand new fighters with each installment is sometimes necessary, it's also risky and not always a resounding success.
Sometimes, all it takes to refresh the roster is to reinvent the moveset of an already popular character.
