Tooki Island appears at one of it's 4 locations 10 minutes before the event starts. Coordinate with Area chat to figure out which. Will appear as a whirlpool.
Whack Tooki's and eventually the Tooki boss to complete the event. Collectables and Una daily mission unlocks are the main rewards.
