I realized that the rankings are fully dependent on only the fullness of the status screen meters and proceeded to cheese my way through by playing the first level of the same four missions (Power Plant, Harvest, Housing, Sports) over and over until I won the game. I think I might be the first person on earth to see this part of the game. It wasn't worth it.
