This Wanderer drives the Mazda RX-7 Turbo GT-X (SA22C), found in Tokyo's C1 Outer Loop area. Appears on days containing the number 3 and days that are multiples of 3. You must flash your lights and (attempt to) challenge him 3 times.
Because of the above requirement for this rival, I had to use the Mitsubishi Lancer Evo V (CP9A) instead of the L6 Engine-Swapped Suzuki Cappuccino (EA11R). The Cappuccino's Chassis code does not have a 3 (or multiple of 3) on it, nor does it have a 3 (or multiple of 3) on the car name.
