Overall it's pretty clear that Zani, even at S0, does NOT NEED Phoebe to work and clear all the content in Wuthering Waves end game. Zani with Rover works incredibly well even with my SRover using a lvl 1 weapon and contributing nothing to the team damage.
HOWEVER, it takes A LOT more skill input to make SRover work well with Zani. A lot more swap cancels are required in order for SRover to generate enough stacks for Zani to do a full Ultimate every time her Ult is off cooldown.
If you miss the off cooldown timing for Zani, it is going to drastically drop your DPS since she makes up the vast majority of the team's damage.
Pheebs by comparison is pretty brain dead. Her rotation is stupidly easy to do and by design its fast and gets all the stacks Zani needs.
Pheebs also amps Zani's damage A LOT, the exact amounts of which you can see in the Spectro Frazzle matrix in the spreadsheet.
