This is the last section of the Television Niigata Network (TNN) station JOPI-TV's broadcast on December 31st, 1987 (according to this NND video: nicovideo.jp/watch/sm34589993). The video displays a sequence of paintings set to a calmer version of TNN's theme song at the time, "Yes My Song" (you can listen to it here, starting at 1:03 youtube.com/watch?v=ZAbnFIRbwXM), before the voice of an announcer cuts in and first thanks the viewer for tuning in, before discussing technical details about the broadcast such as the transmitter's audio / video power in mHz and the channels that the station can be watched on. The announcer then repeats the station ID four times before the audio goes quiet and typical color bars are shown. (The captions provided were done using Google Translate, so if anything is incorrect, let me know!)
