The government’s devolution agenda promises to give the movements fresh impetus by giving regional governments greater control over revenue raised locally, with the goal of delivering “growth in every postcode.”
The trend is estimated to move as much as £9 billion of employers’ spending to places like Manchester, Leeds and Birmingham over the next five years, according to Robert Walters’ analysis.
