This Card is fully legal. Three copies, no restrictions on her own card — and nobody has been able to summon her in over 20 years.
Guardian Elma can't be Summoned unless you control a face-up Butterfly Dagger - Elma, and that dagger has been Forbidden since March 2005 for enabling one of the most toxic FTK loops the game has ever seen. The only realistic way she hits the field is if your opponent plays the banned card for you first.
Konami has never errata'd her. She's just sat there, legal and impossible, for two decades.
