Y2K Blur in Photoshop - easier than you think!

Start with your typography and a 50% grey layer. Merge them together and convert everything into a Smart Object.
Add a subtle Gaussian Blur, then apply a colorful Gradient Map - the free one from Resource Boy.
Now it’s time for the texture. Grab a free glass texture from Texturelabs, turn it black and white, tweak the Levels, then layer a metal glass texture on top and adjust that one too.
To finish the look, duplicate the Gradient Map and experiment with the Levels and texture intensity. Try different gradient maps or stack more textures to experiment with the colors!
