3 years later, we've proved that it is indeed possible to steal the Elder Scroll, and meet the Gray Fox without ever leaving The Imperial City. I finally broke and used console commands to open a gate, but an investigation offline confirmed that a key is available to avoid this. Meaning we've routed a Thieves' Guild speedrun without dupes or load warping.
