On this day, Union Major General Gordon Granger arrived in Galveston, Texas, and issued an order enforcing the Emancipation Proclamation—freeing the last enslaved people in the Confederacy. Though President Lincoln had declared enslaved people in Confederate states free in 1863, the proclamation could not take effect until Union troops took control. Granger’s order marked a turning point, and the ratification of the Thirteenth Amendment later that year formally ended slavery in the United States.
