Earlier this year, a county right down the road from me did something almost nobody has managed to do... they voted Flock out. All the cameras, gone. For about a week it felt like a real win. Then people looked closer, and the cameras were still there under plastic bags, the terms of service had quietly changed on the exact day of the vote, and it turned out "off" doesn't always mean off.
This is part two. We get into what actually happens when a town tries to shut these cameras down, the one horrifying case Flock keeps holding up as its best argument, a school district running hundreds of searches to check where children live, and the point where filming a public road and tracking a human being stop being the same thing.
