The United States Air Force funded and launched Project West Ford, but the concept and engineering were developed by the MIT Lincoln Laboratory based in Lexington, Massachusetts, on Hanscom Air Force Base.
Project West Ford, originally known as Project Needles, was one of the strangest experiments of the Cold War. Developed by MIT Lincoln Laboratory, the project attempted to create an artificial communications layer around Earth using hundreds of millions of tiny copper dipoles placed into polar orbit.
The official objective was extraordinary enough: build a man-made backup to the ionosphere capable of reflecting military radio signals if undersea communications cables were destroyed or natural radio propagation became unreliable. But the experiment soon became something much bigger.
