Weather modification is not a conspiracy theory. It is documented. In 1996 a team of Air Force officers wrote a report called Owning the Weather in 2025, and it laid out exactly how the United States planned to turn storms, rain, and fog into weapons of war.
From Project Cirrus steering a hurricane into Georgia in 1947, to Operation Popeye flooding the Ho Chi Minh Trail over Vietnam, to a Secretary of Defense admitting on record that governments can trigger earthquakes and alter the climate with electromagnetic waves, the trail of evidence stretches back nearly 80 years through cloud seeding programs and open admissions of weather control. They signed a treaty banning it the same year they got caught using it. Then they stopped talking about it.
