On Xbox you can download the creation from the creations menu. On PC it's only available on the Nexus. Unfortunately Sony are still gate keeping Bethesda and their creators from releasing most creations on PS that have 3rd party assets. They have mentioned that they are looking into this, but this has been the case for years now...
