A WATER PLANT HMI WAS REMOTELY MANIPULATED… SO WHY DIDN’T DISASTER FOLLOW?
That’s the part worth thinking about.
Accessing an HMI or PLC is one thing.
Creating a serious physical consequence is another.
You still have to understand the process, the operating conditions, and the safeguards designed to keep a bad command from becoming a catastrophe.
Access is not the same as impact.
