These are called duros, a snack that’s popular in Mexico. In the bag they look like little bits of dried pasta, but when they hit hot oil the moisture inside turns to steam and they puff up instantly. They come in loads of shapes and are often sold by street vendors with chilli, lime or hot sauce.
