Theories are only as universal as the complexity window in which their constants were measured. General Relativity with its single coupling constant G (gravitational constant), that was measured in two body systems (simple systems) interactions, is bounded to simple systems and not by change it fails at galaxy level complexity without adding a fictional dark matter. Modified Newtonian Dynamics MOND with its acceleration parameter a_0, that was fitted from galaxies rotational curves, is bounded to galaxies complexity level and not by change it struggles at galaxy clusters level.
