Quick question: when I say 'federal construction,' what agency pops into your head first?
If you said GSA or VA, you're standing in line behind 10,000 other contractors fighting for the same scraps. Those are the agencies every GovCon guru on YouTube tells you to chase. Which is exactly why the competition is brutal and the margins are thin.
Here's what nobody tells small contractors: there are 400+ federal buying offices, and the ones with the least competition are the ones you've never heard of. Army Corps districts. NAVFAC field offices. Bureau of Reclamation. Fish & Wildlife. National Park Service maintenance shops. Indian Health Service. These outfits buy real construction every week and most of them are starving for contractors who can actually show up and perform.
I've watched a contractor win a $750K bridge repair from a Corps district where only 3 firms even submitted. Same week, a GSA job for less money had 41 bidders. Same country. Same FAR. Totally different odds.
The lesson is positional. Before you ever fire up SAM and start filtering, you need to pick your hunting ground based on who has LESS competition for YOUR scope — not based on which agency name you recognize from the news.
And here's the kicker: niche agencies tend to be more loyal. Once you perform clean on one job, the same contracting officer is calling you for the next one because they don't want to break in a new contractor. Try getting that kind of relationship out of a giant GSA regional office.
Most contractors burn 18 months bidding the wrong doors before they figure this out. You don't have to.
