Lord William Bentinck (1828โ1835) is one of the most significant Governor-Generals because his tenure marked a shift from "conquest" to "consolidation and reform." He is often called the "Father of Modern Western Education in India" and is remembered as a Benevolent Governor-General.
๐ Social Reforms
Abolition of Sati (1829): Passed Regulation XVII of 1829, declaring Sati illegal and punishable as culpable homicide. He was heavily supported by Raja Ram Mohan Roy.
Suppression of Thuggee (1830): Created a dedicated department to suppress 'Thugs' (hereditary robbers/cultists). Appointed Colonel William Sleeman to lead the operation; Thuggee was virtually eliminated by 1837.
Female Infanticide: Enforced strict regulations to ban female infanticide, particularly in Rajputana and Punjab.
๐ Educational Reforms
English Education Act (1835): Based on Macaulayโs Minute (1835), he made English the medium of instruction for higher education.
Objective: To create a class of Indians "Indian in blood and colour, but English in taste, in opinions, in morals, and in intellect" (Downard Filtration Theory).
Medical Education: Established the Calcutta Medical College in 1835, the first western medical college in Asia.
๐ Administrative & Judicial Reforms
Abolition of Circuit Courts: He abolished the slow and inefficient Provincial Courts of Appeal and Circuit (established by Cornwallis).
Commissioners: Duties of the abolished courts were transferred to Commissioners of Revenue and Circuit.
Language of Courts: Replaced Persian with English in higher courts and Vernacular languages in lower courts.
Indianization of Service: Introduced the post of Sadar Amin (highest judicial post for Indians at the time), raising the status and pay of Indian judges.
๐Financial & Revenue Reforms
Mahalwari System (1833): Formalised the Mahalwari System in the North-Western Provinces (modern UP/Punjab) via Regulation IX of 1833. (Key figure: R.M. Bird).
Bhatta Reduction: Reduced the Bhatta (extra allowance) paid to military officers, which made him unpopular with the British army but saved the treasury.
Opium Trade: Regularised the opium trade from Malwa, directing it through Bombay to increase revenue.
๐ Political Policy (Wars & Annexations)
Policy: Generally followed a policy of Non-Intervention and peace, but annexed states in cases of extreme misgovernment.
Annexation of Mysore (1831): Took over administration of Mysore on grounds of misgovernance by the Raja (later returned to the Wodeyars in 1881).
Annexation of Coorg (1834): Annexed Coorg after a brief war against the Raja for cruelty.
Annexation of Cachar (1834): Annexed Cachar (Assam) after the ruler died without an heir.
Relations with Punjab: Signed the Treaty of Perpetual Friendship (1831) with Maharaja Ranjit Singh at Ropar to counter the Russian threat.

It redesignated the "Governor-General of Bengal" as the Governor-General of India.
