Hilton points to impact fees that UC Berkeley's Turner Center estimates make up as much as 20% of a new home's price, building codes that push construction two to three times higher than neighbouring states, and union project labour agreements where the same plumbers earn $25 an hour on one site and $95 across town. He also notes that only 7% of California's land is developed, and building on 1% more would house 10 million families on quarter-acre lots.
