Police Officer believed that a man was possibly being held hostage with a weapon...but...the suspect is a severely autistic person holding a toy truck...but...Care Worker is trying to tell them the situation...but...Officer fires anyway and hits the man he was trying to protect...but...after the situation is known why is the autistic person in handcuffs with no representation during interrogation?
