Here's something nobody talks about: rooftop unit (RTU) and HVAC replacement awards get challenged, re-scoped, or renegotiated more often than almost any other federal construction category. And it's not because contractors are crooks — it's because the solicitations are written badly on purpose.
We just closed an RTU replacement at Building 1231. Good award. But the road to that award is where the lesson lives, not the price tag.
Here's the trap. The government writes RTU solicitations with a model number, a tonnage, and a line that says 'or equal.' That phrase 'or equal' is where contractors get murdered. You bid the cheaper equal. You win. Then the CO's mechanical guy decides your equal isn't really equal because the footprint is two inches different, or the electrical draw is off, or the curb adapter wasn't specified. Now you're eating $15K-$40K in change you can't recover.
The fix isn't bidding higher. The fix is asking the right questions BEFORE the bid closes. Submit an RFI. Ask if a specific alternate manufacturer qualifies. Ask about the existing curb dimensions. Ask if disconnect and crane access is government-furnished or contractor-furnished. Half the time the CO doesn't know the answers either — and that's when you get amendments that protect you.
The other land mine on these jobs is refrigerant. If the existing unit is R-22, you've got recovery and disposal costs that newer guys forget to price. EPA Section 608 compliance is on YOU, not the agency. I've seen contractors lose their whole margin because they didn't budget the recovery tech and the manifest paperwork.
And one more — roof penetrations. If you're cutting new holes or modifying the curb, who owns the roof warranty? On a lot of federal buildings, touching the membrane voids a third-party warranty unless a certified roofer does the flashing. Read the spec. If it's silent, RFI it.
The contractors who win these mechanical scopes cleanly are the ones who treat the pre-bid period like a deposition. Question everything. Get answers in writing through amendments. THEN price it.
That's how a Building 1231 RTU becomes a profitable award instead of a lawsuit.
