Setting out potatoes in a tray a few weeks or months before planting is fairly typical thing to do, for those of us with smaller scale growing spaces. While I am not convinced this helps speed up the growth a lot, it does keep the seed potatoes in good condition, ready for planting, for a surprisingly long time.
