When the popo began, the mission was clear: protect and serve the community. But as institutional power accumulated and accountability eroded, something shifted. The community became something to be managed, and the badge became armor rather than a symbol of duty.
We study this out loud, refusing to let the mythology of the popo operate unchallenged. Fellow researchers, the most powerful tool against any institution operating in shadow is an inconvenient light shined directly at it.
