This is a perfect video to demonstrate the necessity of secondary containment. No way I would have my team in that position in this response.
But a dike would contain the flammable liquids and ALLOW us to deploy foam from a far rather than feet away from horizontal flammable liquid storage tanks!
Yes, sometimes we are responding to an event where there can not be secondary containment, and we take CALCULATED risks with elevated levels of PPE. But this is a tank farm so there is NO EXCUSE for not having properly designed secondary containment.
Would you place your team(s) in this situation or back away and protect vessels from BLEVE/HITs with unmanned monitors?
