Stalin's Pravda article about the Municipal Elections. He explains the true character of the election campaigns. The election centered around the questions of the war and the land reform.

Stalin gives a brief explanation of the actions and positions of the main election factions against the Bolsheviks. The Cadet reactionary liberals, the Defencist chauvinist imperialist mensheviks, Trotsky's opportunist Mezhraiontsy and Narodniks.

The Cadets were the most reactionary capitalist & landlord group, while the menshevik defencist bloc was their moderate buffer. The other groups like the Narodniks and Mezhraiontsy were unstable elements going back and forth between the left & right or opportunists.
