If you use Windows 11 Pro edition, this has always been the easiest way 🧐
Microsoft recently released an Insider Developer build that removes all of the usual ways to bypass the requirement for a Microsoft Account when setting up Windows. But for Windows Pro edition and up, there is a way easier method hidden in plain site that most don't know about. You just have to select to set up for work or school (not for personal use), then under Sign In Options, choose Domain Join Instead. That immediately lets you create a local account and doesn't even ask you about all the extra junk that Home Edition does.
