In all seriousness, I'm not entirely sure why the intro is like this. This is the ROM that was pressed to cartridge and sold in stores.

There is a "beta" version of the game that's faster and has a non-broken intro, which has led some to suspect it's from after the released version, leading to rumors of a "final version" being withheld by a programmer demanding payment resulting in Atari releasing an earlier build...

This was the final commercial release for the Jaguar as the wolves were banging on Atari's door. It was most likely pushed out in a broken, unfinished state, regardless of what was going on behind the scenes, to try and recover enough money to keep the doors open. A sad end to a former titan.
