Because the original versions of the TGFP presentations for both "Into the Bunker" and "The Golf War" had noticeable audio glitches, this disclaimer was created to precede both in 16:9 and 4:3 versions, but when fixed audio was sourced from a later Disney XD rerun for final versions (V2), this went unused.
It also contains references to the 2017 Holiday season which was still big at the time, notably the letter "O" resembling Helga Pataki from Hey Arnold!, which was previously in the second Gravity Fox Project promo.
