After Chase Goes to School, during the graduation of the Class of 2025, the ghost of Fire Team leader Gabe Alphonse tried haunting the school but was killed AGAIN by the ghost of Professor Poplar. And after that, the government decided to exorcise all public areas after that intervention. Now almost all of the Ghost-Type Pokemon are temporarily locked away. Except for one.
