The Declaration of Independence was primarily a foreign policy and legal document providing a rationale to convince other nations to recognize America’s independence. But at the time there was no consensus even among Americans that the principles in the declaration were correct. In an event at Brookings commemorating the 250th anniversary of the Declaration, Brookings fellows Robert Kagan and Melanie Sisson discussed what the document means today.
