Hello there, friendly 9.2 patch waiter. This is the change that you certainly weren't looking forward to. Frost Mages got gutted quite hard on the PTR and these are the last days of their dominance in Mythic+. Overall this should be about 35 - 45% nerf from my first testings in AoE situations and about 10% nerf in Single target situations. I still don't have my number on cleave, but it's definitely in between 10 and 35% nerf. Dark times have fallen over us, Mage players :(
Time to be on the bench for one more raid tier in hardcore guilds...
