The cleaners originated as the blue-collar workers of New York City… janitors, sanitation, garbage men, electricians, construction workers, truck drivers…

These are the people that the government originally asked to assist in saving the city through transport, digging of mass graves, and eventually the construction of the wall that would surround the quarantine zone.
