Solium Infernum is a small-scale 4X strategy that works a bit more like a board game. Scheme, plot, and devise your way to the throne of Hell by wisely using your limited actions per turn. The mechanics are great at making you feel like an archfiend due to requiring you to be as Machiavellian as possible. It's got a lovely soundscape and some great art, and the UI/UX is exactly what you want for the genre. I'd love to see it get supported with more content, but as it currently stands it's an easy recommendation for the price.
