Hill, executive vice president of the Bipartisan Policy Center’s Energy Program, and Adam Cowie-Haskell, senior policy analyst for the BPC’s Energy Program, for a discussion on the A.I. boom’s impact on energy, and the bipartisan solutions being found around the country.

David R. Hill is the executive vice president of the Bipartisan Policy Center’s Energy Program in Washington, DC. He also currently serves as vice chairman of the board of directors of the New York Independent System Operator, Inc. Hill’s prior positions include general counsel of the U.S. Department of Energy under then-President George W. Bush; partner and co-head of the energy practice at Sidley Austin LLP in Washington, DC; and executive vice president and general counsel of NRG Energy, Inc. and NRG Yield, Inc. Early in his career, Hill was associate counsel to the U.S. House Committee on Agriculture. Hill received his Bachelor of Science degree in agricultural journalism from the University of Missouri, and his J.D. from the Northwestern University School of Law.
Adam Cowie-Haskell is a senior policy analyst with the Energy Program, bringing deep expertise in the electricity sector. He previously spent a summer at Pattern Energy working with the distributed generation and merchant transmission regulatory team. He has held several full-time roles, including at Solstice, where he focused on formalizing partnerships with distributed solar developers to bring benefits to low-income populations. He also worked at CIC Health, an early pandemic start-up that provided widespread COVID-19 surveillance testing to schools, hospitals, and communities in New England. Cowie-Haskell received his master’s degree in energy economics and policy from Duke University’s Nicholas School of the Environment. He earned a Bachelor of Arts in economics and a certificate in English from Wesleyan University.
