Since our fall in the Garden, mankind has attempted to recapture their face-to-face relationship they relinquished when they sinned.
However, because of sin, a face-to-face relationship with God would happen at our death, as God explained to Moses in Exodus 33, when Moses requested to see God's glory.
In Exodus 25, God so desired to be close to, guide, and encounter His people that He instructed Moses to construct the Ark of the Covenant to allow Him to be with and speak to them, without risking killing them.
