The potential return to operation of decommissioning nuclear power plants provides a unique opportunity for helping address the Nation’s clean energy needs. To ensure safe and efficient return to operation, it is imperative to develop a wholistic approach to regulatory activities, including licensing, oversight, and inspection. This session will bring together Restart Panel members to discuss the journey of developing a predictable regulatory approach for currently decommissioning facilities interested in returning to operation. It will also include the lessons learned from the successful completion of the Palisades Restart Project. Session attendees will gain insights into the regulatory issues presented by this first-of-a-kind activity and the regulatory entrepreneurship required to ensure that nuclear safety is maintained while also ensuring that regulatory burden is not increased unnecessarily. Topics will include the approach to restoring full operating licenses, the risk informed approach to oversight and inspection, the importance of interorganizational collaboration, and stakeholder engagement. Join us to explore how the NRC has developed an approach that can be applied to future restart projects.
