UPDATE: Emailed Robin Walker and discussed the events in the video, Robin looked through the backpacks of some of the unlockers and has proved that the message, is simply a message. No unlocks.
Most of the time it's a faux "Unlocked" message, in which you never really obtain the unlock. Sometimes it comes through and works as a workaround to Weapon Drops. The command is (for the Scout hat and Jarate, respectively):
item_give TF_Unique_Headgear_Scout
item_give TF_Weapon_Jar
