Catastrophic and life-threatening flooding is underway in the Texas Hill Country, just west of San Antonio. Rounds of torrential rain will keep parts of Texas at risk for dangerous flash flooding through Thursday night, with localized rainfall of a foot or more capable of inundating roads, homes and low-lying areas.
