I downloaded Pixiv VRoid long time ago when they they are still in Beta. During that time, it was impossible to import vRoid model into Blender3D, but now it is possible! You just need to install the 3rd party VRM plugin.

Actually, you also need some Blender3D knowledge to setup the drivers for the face expression shape key, so it will be easier to animate.
