This video demonstates many things that you can do with a small, desktop lightning lamp. In the section where there is the needle making the arc, if you touch the needle, you WILL get a burn, and it will hurt. The CD flake is the reflective part of a CD, that flaked off of some of my CDs. My guess is that the arc is 15-30 thousand volts.
