I used this rust preventive to coat my Jeep Wrangler YJ but had to redo all the job. The paint was applied as in the printed instructions on the jar and brushed on as 3 layers. The rusty surface was cleaned up from loose rust by using a wire wheel metal brush attached to a drilling machine, and wiped clean from any possible oil or other dirt residuals using pure alcohol.
Short update: This "paint directly over rust" was used as it states on the jar. However, In reality it is not a "paint directly over rust" paint. It is a paint that may work for you if you apply it as a 3-step coating procedure, which involves dissolving the rust with a phosphoric acid treatment. I therefore advice anyone to look at the comments below so you make sure you get it right.
