Regarding Vendor Bought Charms: Once Vanarchs are elected they will have the ability to enable special vendors in their respective zones. These vendors sell a variety of rare and expensive items, one of the items being special charms. These charms cost 10k (1g in the new system) gold to buy and there is a charm for each type of specific buff. You can buy the exact buff charm you want to guarantee you always get it. Note that 10k, or 1g, is not a lot at higher levels, as mobs around level 47-48 drop 10k/1g each. Sorry for any confusion.
