What Have We Learned About Educational Vouchers?
Sixty years ago, Milton Friedman proposed the adoption of an educational voucher system that students could use to attend a public or private school of their choice. He argued that competition for students would induce schools to operate efficiently and reward quality teaching. Effective schools would establish good reputations and ineffective schools would close for lack of students. Families would have educational choices not bound by the residence restrictions embodied in neighborhood public school systems. In this presentation, Professor Epple will provide an overview of voucher programs in the U.S. and a brief summary of evidence with respect to their effectiveness.
