Apparently there's an instance of Billson at all towers...but only until you acquire the paraglider. There are some other strange differences too. Here's every tower without the glider, so you don't have to do it yourself.

Just FYI, the game doesn't actually mark these on your map if you visit without the glider. I manually added those titles in post so you'd know which tower is which.
