What happens when governments levy taxes to serve distressed neighborhoods? In this clip from Corporate Welfare: Where's the Outrage, Johan Norberg investigates Tax Increment Financing (TIF) and its relationship to corruption and pay-to-play government. The city of Chicago diverts nearly a third of its property tax revenue to TIF designated districts with $2.5 billion being diverted away from public schools in recent years. In theory, the program exists to direct funds to distressed neighborhoods most in need. The kicker? In the case of Chicago, the allocation of TIF funds are almost exclusively dictated by the mayor whose election campaigns can be funded by the same developers chosen to build in TIF districts.
